Normative vs Informative

from TIA Style ManualThe elementswhich together form a standardare classified

in three groups:

?--preliminary elements are those elements that identify

the standard, introduce its content, and explain its

background, its development, and its relationship with other standards;

?--normative elements are those elements setting out the

provisions with which it is necessary to comply in order to be able to claim conformity with the standard;

?--supplementary elements are those elements that

provide additional information intended to assist the understanding or use of the standard. (Page 3)

Thus, there are Normative “Elements”and Normative “References,” and Normative“Annexes”

This element shall give a list of

normative documents (in most cases, standards), to which reference is made in the text in such a way as to make them indispensable for the application of the standard.

NORMATIVE REFERENCES (Page 6)The list shall be introduced by the following wording:

–"The following standards contain provisions which, through reference in this text, constitute provisions of this Standard. At the time of publication, the editions indicated were valid. All standards are subject to revision, and parties to agreements based on this Standard are encouraged to investigate the possibility of applying the most recent editions of the standards indicated below. ANSI and TIA maintain registers of currently valid national standards published by them."

The list shall notinclude the following

–documents that are not publicly available;–documents to which only informative reference is made;

Normative annexes are integral parts of the standard which, for reasons of convenience, are placed after all other normative elements. The fact that an annex is normative (as opposed to informative -see 2.5.1) shall be made clear by the way in which it is referred to in the text, by a statement to this effect in the foreword (see 2.2.3), and by an 7NORMATIVE ANNEXES (Page 10)2.4.8 Normative annexes

NORMATIVE ELEMENTS, REFERENCES, and ANNEXES

–In addition to being “publicly available,” Normative Elements, including References and Annexes, must also comply with ANSI/TIA IPR Policy so that access to IPR is available on reasonable, non-discriminatory terms. This may require a review of the other organization’s policy although if an ANSI SDO such compliance can be

assumed. It can also be assumed for ETSI, ISO, IEC, and ITU.

NORMATIVE ELEMENTS, REFERENCES, and ANNEXES–In principle, it can be any organization whose documents are made “normative” in the technical judgement of the Formulating Group.

Informative annexes give additional information and are placed after the normative elements of a standard. They shall not contain requirements.The fact that an annex is informative (as

opposed to normative -see 2.4.8) shall be made clear by the way in which it is referred to in the text, by a statement to this effect in the foreword (see 2.2.3), and by an indication at the head of the annex itself.
